SAVAK promoted the Shah's mood of suspicion and fear. Writers, artists, businessmen and university teachers who became exceptionally successful or popular were identified by the SAVAK as potential threats if not for the regime at least to the hegemony of the secret police itself. The "successful ones" were, therefore, gently persuaded, if not actually forced, to declare openly their loyalty to His Imperial Majesty whenever the occasion arose.
