Every Soviet and East bloc contribution, no matter how small, was given lavish publicity in the Ethiopian media. Often East bloc donations were counted three times: when announced, when delivered to port, and when actually in the field. If the Western European and Canadian ambassadors pressed hard enough, they could usually get a clip on television or a story in the newspaper about their most recent donation. But American food donations were a great embarrassment to the regime. The Ministry of Information steadfastly refused to publish the overall figure for American government donations after they grew to the tens of millions of dollars in late summer 1984, and then to one hundred million dollars and beyond at year's end.
