The managers - these administrators, experts, directing engineers, production executives, propaganda specialists, technocrats - are the only social group among almost all of whose members we find an attitude of self-confidence. Bankers, capitalist owners, liberal politicians, workers, farmers, shopkeepers-all these display, in public and private, doubts and fears and worries and gloom.
