C'est également un fait que l'Amérique est trop démocratique chez elle pour être autocratique à l'étranger. Cela limite l'utilisation de la puissance américaine, notamment sa capacité d'intimidation militaire. Jamais précédemment une démocratie populaire avait atteint une suprématie internationale. Mais la poursuite du pouvoir n'est pas le but poursuivi par les passions populaires, excepté dans des conditions d'une menace ou d'une remise en cause du sentiment populaire de bien-être domestique. L'abnégation économique (c'est-à-dire les dépenses militaires), et le sacrifice humain (les pertes même parmi les soldats professionels) qui sont nécessaires à l'effort sont peu agréables pour les instincts démocratiques. It is also a fact that America is too democratic at home to be autocratic abroad. This limits the use of America's power, especially its capacity for military intimidation. Never before has a populist democracy attained international supremacy. But the pursuit of power is not a goal that commands popular passion, except in conditions of a sudden threat or challenge to the public's sense of domestic well-being. The economic self-denial (that is defense spending), and the human sacrifice (casualties even among professional soldiers) required in the effort are uncongenial to democratic instincts.
