All this disease is produced by filthy, ill-ventilated, uncomfortable homes; those homes, in their turn, drive the people to the public-houses and worse places. It is usual to say that these results are due to the ignorance of the people. That is true; but it would be almost truer to say that this ignorance in its turn is the result of the conditions amid which the people live. What folly it is to talk about the moral and intellectual elevation of the masses when the conditions of life are such as to render elevation impossible! What can the schoolmaster or the minister of religion do, when the influences of home undo all he does? We find bad air, polluted water, crowded and filthy homes, and ill-ventilated courts everywhere prevailing in the midst of our boasted wealth, luxury, and civilisation. (en) |
