Now, what is the Treaty of 1852, of which we have heard so much, and which forms the pivot and basis of this discussion? Eight gentlemen met in London about the celebrated round table to settle the destinies of a million of people, who were never consulted on the matter at issue. Let us take note of this event. It is the last page in the long history of past diplomatic action. It will not be repeated again.
