The State does not concern itself primarily with man as possessor of rights, but with man as the doer of duties. A right is the opportunity of fulfilling a duty, and it should be recognised only in so far as it is necessary to the performance of duty... Nor should the State grant the "right" to the franchise unless by doing so it is promoting its own ends...as man approaches the fullness of liberty which he can enjoy only when he is perfect, his rights become more ample...
