so:text I believe that sooner or later it will be found necessary to undertake some public works in Ireland... England is the only country in the world in which it has been found possible to leave public works entirely to private enterprise. State assistance in some form or another is afforded...in every other country in Europe... I fully admit the difficulties and dangers of any such undertaking: the probability of jobbery and inefficiency; but as to the character and the poverty of the Irish people, I would at once appoint the strongest scientific and technical Commission it would be possible to obtain to report on certain broad classes of undertakings, especially on railways, reclamation, main drainage and harbours with a view to some considerable scheme of public works. I do not think the pecuniary risk would be so great as is generally supposed; and in any case I should regard the loss as a reasonable insurance against much greater evils. (en)
