At the present stage in the development of the art of war, there is only way of coping with them, and that is to keep out of war. In all the densely populated countries of Western Europe, it seems almost certain that, within a few days of the outbreak of war, panic will seize the surviving inhabitants of the capitals and the industrial areas, leading to anarchy, starvation, and paralysis of all warlike effort. The only sensible course, therefore, is to prevent war if possible, and to remain neutral if war occurs. (en) |
